Unlocker ((better)) - Total War Shogun 2 Dlc

The Blood Pack and other cosmetic DLC are particularly finicky with unlockers. Ensure the DLC files themselves are present—if the game hasn’t downloaded them through updates, the unlocker has nothing to unlock.
